如何判断商品是否属于危险品
我们的常规渠道可以承运两种特定的危险品,分别是 UN3481 PI967第 2 部分和 UN3091 PI970第 2 部分。除了以上明确列出的物品外,我们不接受其他任何属于 DGR 范畴的危险品。
危险品不是看产品平时危不危险,而是看它在飞机上是否可能有风险。为了安全,承运人要求这些货物必须走专门的危险品渠道,使用专业包装、标签、申报和操作流程。
如果您不确定商品是否属于危险品,请查看商品包装附带的 MSDS (Material Safety Data Sheet) 文件,重点关注以下两个部分:
- 查看第 2 部分:危险性概述 (Section 2: Hazards Identification)
看 “象形图” (Pictograms): 如果有火焰(红色底色)、感叹号、腐蚀或气体钢瓶等图标,通常代表该商品具有危险性。
看 “信号词” (Signal Word): 如果显示为 “Danger” (危险) 或 “Warning” (警告),说明商品可能受运输限制。
- 查看第 14 部分:运输信息 (Section 14: Transport Information)
看 “联合国编号” (UN Number): 如果这里有编号(例如 UN3480, UN1263 等),这是最直接的证据,说明该商品属于危险品。
看 “运输名称” (Proper Shipping Name): 如果这里写明了具体的名称(例如 “Lithium ion batteries” 锂电池),则属于危险品。
⚠️ 特别提醒 (Important Reminder)
- 只要有 UN 编号,就是危险品: 即使您的商品平时使用很安全,只要 MSDS 第 14 部分有 UN 编号,则证明该商品属于危险品。

在跨境直邮场景下,无人机属于禁运商品。具体管控规则如下:无人机全称为无人驾驶飞行器(UAV),指的是设计为无需人类飞行员或乘客在机上即可飞行的航空器。

他法令限制
《他法令》,全称叫输入关系他法令,并非单一法律,是指日本海关对进口商品实施监管的综合性法规框架,涵盖《日本食品安全法》、《药事法》等多项日本法规,其核心要求是:特定商品进口至日本时,必须事先取得相关部门颁发的许可证或认证文件,否则无法完成进口清关。
《他法令》涉及的商品中,部分属于禁运品,如食品、药品、毒品、武器等(均已囊括在上述平台禁限运清单中)。在跨境电商B2C场景下,他法令相关商品若进口数量在个人合理自用范围内,在进口清关时可以豁免提交许可证,如化妆品、婴儿用品等(详见下表)。
基于海关政策和清关实操中对个人合理自用数量的要求,平台对他法令相关的商品在叶子类目维度(日本TTS叶子类目为三级)设置购买数量限制:消费者下单时,若商品的SPU所对应的叶子类目被设置了数量限制,会在消费者加购该商品超出数量限制时,弹窗提示该商品的最大加购数量,提醒消费者需修改加购数量至数量限制以下。

对于他法令商品,除了数量超个人合理自用场景外,商品为达人样品、收件人信息和地址填写为公司等场景也会被海关认定为商用,无许可证时清关失败。商家需注意达人发货品类,以及在发现收件人地址异常时建议对消费者进行温馨提醒。

日本对跨境B2C小包进口清关要求高,跨境直邮卖家在日本市场售卖IP侵权、禁限类等不合规商品,或商品信息和实际发货不一致,会导致清关失败,需由商家自行承担扣货、销毁风险和损失。

How to Determine if a Product is a Dangerous Good
Our cargo channels can carry two specific types of dangerous goods: UN3481 PI967 Section 2 and UN3091 PI970 Section 2. Except for the items explicitly listed above, we do not accept any other dangerous goods classified under DGR.
Dangerous goods are not determined by whether they are dangerous in daily use, but by whether they may pose a risk during air transport. For safety reasons, carriers require these goods to be shipped via specialized dangerous goods channels, using professional packaging, labeling, declaration, and handling procedures.
If you are unsure whether your product is a dangerous good, please refer to the MSDS (Material Safety Data Sheet) provided with your product packaging and check the following two sections:
- Check Section 2: Hazards Identification
Look for “Pictograms”: Symbols such as a Flame (red background), Exclamation Mark, Corrosion, or Gas Cylinder usually indicate that the product is hazardous.
Look for “Signal Word”: If the word “Danger” or “Warning” is displayed, the product may be subject to transport restrictions.
- Check Section 14: Transport Information
Look for “UN Number”: If there is a number listed here (e.g., UN3480, UN1263, etc.), this is the most direct evidence that the product is a dangerous good.
Look for “Proper Shipping Name”: If a specific name is listed (e.g., “Lithium ion batteries”), the product is classified as a dangerous good.
⚠️ Important Reminder
- Any UN Number means it is a dangerous good: Even if your product is safe for everyday use, if there is a UN Number in Section 14 of the MSDS, it confirms that the product is a dangerous good.

Other Statutory Restrictions
“Other Statutory Laws” (full name: Other Laws and Regulations Related to Importation) is not a single piece of legislation, but a comprehensive regulatory framework implemented by Japan Customs for imported goods. It covers various Japanese laws such as the Food Sanitation Act and the Pharmaceutical Affairs Act. Its core requirement is that specific goods must obtain a license or certification document issued by the relevant authorities before being imported into Japan; otherwise, import customs clearance cannot be completed.
Among the goods covered by “Other Statutory Laws,” some are prohibited items, such as food, pharmaceuticals, narcotics, and weapons (all of which are already included in the above platform prohibited and restricted items list). In the cross-border e-commerce B2C scenario, if the import quantity of goods related to “Other Statutory Laws” is within the scope of personal reasonable personal use, the submission of a license can be exempted during import customs clearance, such as cosmetics and baby products (see the table below for details).
Based on customs policies and the requirements for personal reasonable personal use quantity in customs clearance operations, the platform sets purchase quantity limits for goods related to “Other Statutory Laws” at the leaf category level (Japan TTS leaf categories are level 3): When a consumer places an order, if the leaf category corresponding to the SPU of the goods has a quantity limit set, a pop-up window will prompt the maximum purchase quantity of the goods when the consumer adds the goods to the cart beyond the limit, reminding the consumer to modify the added quantity to below the limit.

No explicit quantitative standard: There is no clear quantitative standard for “personal reasonable personal use quantity”; the final determination is at the discretion of Japan Customs. If customs determines during actual clearance that the quantity of certain goods exceeds the scope of personal reasonable use and suspects commercial use, they may require the submission of a license. Failure to provide one will result in customs clearance failure, leading to financial losses and disposal fees.
Risk of incorrect categorization: Purchase quantity limits are set at the category level. If a product is misclassified (e.g., a product belonging to a category limited to 1 unit is placed in a category limited to 3 units), the risk of consumers purchasing beyond the limit increases, thereby raising the risk of customs clearance failure. Therefore, it is crucial to ensure the rationality of category placement.
Commercial use determination: For goods subject to “Other Statutory Laws,” in addition to exceeding the personal reasonable use quantity, scenarios such as the goods being influencer samples or the recipient information/address being that of a company will also be deemed as commercial use by customs, resulting in clearance failure without a license. Merchants must pay attention to the categories of goods shipped by influencers and are advised to issue friendly reminders to consumers if abnormal recipient addresses are detected.
Scenarios of Import Customs Clearance Failure
Japan has strict requirements for customs clearance of cross-border B2C small package imports. If international shipping sellers sell non-compliant products such as IP-infringing, prohibited or restricted items in Japan , or if the product information is inconsistent with the actual shipment, it will lead to customs clearance failure. The sellers shall bear the risks and losses of goods being detained or destroyed on their own.
Scenarios of Japanese import customs clearance failure include but are not limited to:
Infringing products: Well-known brands such as LV, Chanel, Hermes, Gucci, Nike, etc.; Japanese local IPs such as Sanrio, Tamagotchi, One Piece, Pokémon, etc.;
Prohibited and restricted products: Food products (cat food, dog food, etc.), animal and plant products (dried flowers, etc.), pharmaceuticals and medical devices (plasters, microneedle rollers, body piercing tools, etc.), etc.;
Discrepancy between the order and the goods (mismatch between the product link and the actual shipment):
Order A but ship B: In live streaming scenarios, failure to generate product links for all live-streamed products leads to a mismatch between the actual shipment and the product link; non-standard filling of pictures and information on the product detail page results in inconsistency between the information and the physical product; merchants reissue or miss shipments and fail to ship according to the product link;+
Price/quantity mismatch: In live streaming scenarios, the universal price link does not represent the actual quantity and price of the product, but is only used to make up the product price; in gift-giving scenarios, buy five and get one free, or give other products as gifts; merchants ship more or fewer items;
Blind boxes of different product types: The product information is xx blind box, but the actual shipment is one or several of them, such as electronic product blind boxes (which may contain headphones, watches, mice, etc.), cosmetics blind boxes (which may contain lipsticks, eye shadows, etc.), etc.
Abnormal price: For example, the price of a thermos is listed as 1 yen, without showing the real price of the product.
Other legal products deemed commercial by customs: Products involving other legal regulations and deemed commercial by customs. When the purchase quantity of other legal products exceeds the limit for personal use, the recipient and address are filled in as a company, or the product is a sample for influencers, it may be deemed commercial by Japanese customs.
Handling of parcels with failed customs clearanceIn
accordance with the requirements of Japanese customs, parcels that fail to clear customs in various scenarios must go through the destruction process. Depending on the product, a destruction fee of 3,000 – 80,000 yen per parcel will be incurred, which shall be borne by the merchant (the fee amount is for reference only, and the final amount shall be based on the actual destruction cost).
Handling process for suspected IP-infringing products after being detained by Japanese customs:
The platform will confirm with the seller on the day of detention whether they can provide materials to prove that the products are authentic:
If the seller can provide, the platform will submit them to the customs accordingly;
If the seller fails to provide the authentic product materials by 12:00 noon of the next day (Japan local time), it will be deemed that the merchant has authorized the platform to agree to destroy the detained products.
It is recommended that merchants selling branded products prepare the corresponding materials in advance for inspection.
